03 ecotec Cav trouble starting when cold and damp

Ok like title says I've got an 03 cavalier with the 2.2L ecotec and manual transmission, when it's nice out it starts and runs fine. When it gets cold and damp however it doesn't want to start. Have to turn the key multiple times before finally starting up and running fine. Doesn't crank or anything and the fuel pump cycles just fine with every turn of the key.. seems like the battery is completely toast but then all the sudden after multiple tries it will catch and start absolutely fine. Tried putting new battery in and it did the exact same thing, started about the 5th turn of key with new battery. Aside from banging my head off the steering wheel I'm not sure what to do and with winter coming I'm afraid it's only going to get worse, and help would be greatly appreciated!
