Trans not shifting out of 1st

I cannot find out what is causing my transmission to not shift out of first I done with thru all the fuses,new speed sensor and checked the tranny fluid is not burnt and is clean I have the 2200 automatic tranny any ideas?

Shift Linkage, maybe? 2200 tranny... 3 speed or 4 speed?

4 speed and I can shift it manually but it is really ruff

Change the filter. My dad's old buick had the same problem. All we did was change the filter and do a half assed flush (pour fluid in while the pan was off) and it fixed it.

Ran ODB2 code is P1680=PCM and shift silinode a&b just wondering if the PCM is causing it to not shift or is it the shift silinoids
