Are you talking about the steering wheel cover or the kick panel/knee bolster?
Either way they both have screws/bolts holding them in. Steering wheel cover has three and I believe the knee bolster has two or three.

That is called the radio/cluster bezel. You need to take the top dash off, then access the bolts holding it on.

actually I believe you are talking about the piece right below the wheel, and to remove that you have to take off the entire dash from one side to the other. it is all one big piece
