Well if it's already painted... you don't HAVE to strip the paint off... is it fiberglass or urethane??? If it's fiberglass you don't want to strip it down too far...

probably that plastic type... the difference.. press your hand and see if the bumper flexes.. if it does its either urethane or some type of plastic.. fiberglass is hard and it doesn't flex.. if its plastic.. /urethane.. does it still have the old paint on it? if so,
clean it with a solution-prob. wax/grease cleaner, then sand it(only if you want smooth look, some of those plastic has a texture on it, so if you want that texture.. its best not to sand but go another route) and work your way up..from there... before you spray paint it.. you should preclean it again.. let that flash off and tag rag it......

If its factory chances are that it is ABS plastic.

Just because you are painting it blue doesnt mean you need to take the yellow off. In fact if its oem paint you are better to leave it on, scuff it down, seal it and paint it. Bare plastic can be tricky to get paint to stick to, so leave it yellow, unless there is a paint defect.

1. De-gloss it with a DA
2. Clean it very well
3. Spray some primer surfacer on it
4. Block sand it smooth
5. Spray some primer sealer on it
6. Spray your basecoat
7. Spray your clearcoat
8. Wet sand it
9. Buff and polish it

Done
