W41, LD9, Ecotec. All have been built for high RPM's by numerous Jbody members.

true...but only the w41 was designed for "high rpm" from the factory

True. Can't argue there. All can be built for high RPM but that motor is just a beast the way it comes.

what determines if a motor can take high rpm's? like, lets use ln2's...they could be de-stroked to go faster, but everyone says they aren't designed, and can't take higher rpm's...what decides that?

The LN2 is a pushrod motor, as opposed to an overhead cam setup.

Mainly how well the bottom end is balance, cam profile, and valvetrain.

A unbalance bottom end can litterly shake the engine apart.
The cam profile determinds the "power band" on a N/A engine. So without cams specifically made for 7k-8k rpms, you wont have the power and reving that high would just be pointless.
A valvetrain that isnt designed for high rpms will wear out quicker and break. In a worse case senario it could cause this: http://www.j-body.org/forums/read.php?f=46&i=384368&t=384368
