Is there a reason I can't get a full load of fuel in the tank?

I just changed the tank and fuel pump, and when filling it I'm showing about 1/8 low from the full mark. I'm only getting 50 liters (13.2 gallons) and it's backing out of the neck. I think I'm supposed to get 54 liters (14.3) gallons, which would account for being just shy of the full mark. Any ideas what might be causing this? It's a 1995 Sunfire GT by the way.

Either the tank is dented or the float on the fuel pump isnt going up all the way when u fill the tank.
