Instrument Panel Cluster

Hey guys, I have been doing a lot of reading on this, and I posted before about swapping instrument panels on these cars and I now have a suspension that my 98 Cavalier z24 Convertible (manual trans) has a IPC from a 99 in it. I have an inaccurate fuel gauge, it goes way above full when it's full and after 330 miles or so it is at about 1/8th tank and the "check gauges" light comes on. When I fill up the car it takes 13.5-14 gals at that point.

Does it sound like my cluster could be swapped?

Is there a date or serial number on it where I can find out?

Also, the mileage is stored in the IPC for the 98-99 not the BCM correct? Lots of argument on this subject. I will post a picture of my cluster if it helps.

My understanding is that the cluster changed during the '98 run from an electric barrel type odometer to an LED odometer. You can swap whichever type you have with a like unit, but I don't know if the two are interchangeable. And yes, the mileage is stored in the cluster through the '99 models.
