AC Constantly Cycling

I just got a 2002 Sunfire with a 2.2 from my sister a few weeks ago. When the AC is on and the trans is put in gear the compressor constantly cycles and causes the engine to rev when idling. I just charged the system today and it does not solve the problem. Upon closer inspection I found that when in park the cooling fan runs and the compressor runs when the AC is turned on. When put in gear the fan stops and the compressor cycles on and off. I am new to J bodies and would appreciate any insight.

Also a side issue, I have 5 keys for the car and only one works without issue in the ignition, the others open the doors and the trunk but must be messed with to get them to start the car.

After searching the forums a little more I am pretty sure its related to the cooling fan not coming on when the AC is on but I can't find any posts about it not coming for the AC but working correctly in the other instances. Any ideas?
