Cig Lighter and OBDII not working

I've got a 2000 2.2L that I've had since 02'. Short of it is one night back in 02', mom went to move the car and stuck the key in the lighter thinking it was the ignition and that was all she wrote for the lighter. Well in 08', I got a new lighter when I put a new stereo in and it still doesnt work. At the same time I checked the fuse and the fuse was fine, but I replaced it anyways. The only reason I care at this point is because I need to get an E-Check and I need to clear the CEL before I can even get the test done, and of course I cant clear it because the OBDII port doesnt work along with the lighter. Any idea what might be causing this lighter to still not work? Thanks!!

Im going to tear back into my dash soon, where's the ground for the lighter and OBDII located? Whats the color of the wire?

Ok, so I just double checked the Fuse it WAS blown. So i put another 20A in and it blew again. Def a short somewhere... Where should I start testing with my meter?

Unplug the electrical connector from both cig lighers. The one on the dash and the one on the console.

There's only one lighter. Should the OBDII work after I unplug it depending on where the short is? Ive got the dash off and lighter is unplugged, bout to start testing for volts...

Could have sworn 00-05 had another lighter on the pass side console. Maybe it was 03-05?

Well, there should be, I know my 00 Vert has one on the console, and one on the pass side, near the passenger foot compartment on the little map holder thingy. You should really have two buddy. My 02 had the same thing.
