When in gear wont go past 3000rpm

I have a 1990 f250 5.8L 5 speed granny gear and when im in gear it will not go past 3 grand. you can even hear it not being able to go any further than that. I'm thinkin it might be the vacuum hose but i cant find any information on it so any suggestions?
