2002 Cavalier, manual transmission, tilt wheel. Key got stuck just past "run" position, but would move to start. Removed lock cylinder and used screwdriver, still stuck. Removed ignition switch, switch works fine but the actuator is still stuck. The actuator is number 12 in this diagram:

Can't get the actuator out or unstuck. Removed the plate and the plastic tang that limits the travel of the actuator, actuator will turn about 90 degrees past the start position but will not turn to off or accessory position. Can get the actuator to move about 3/16 inch out but that's all. I've tried everything I can think of but can't get the actuator out or unstuck. This actuator is what pushes the pin out that locks the steering wheel when in off position. In an automatic transmission car it also keeps the key from going to off position unless it's in park.
Any help would be appreciated.
