well ive skooled the cops around here on neon lights
so anything is possible i drive around with my underbody leds flashing all nite now

underbody are LEGAL.. if u get pulled over for neon underbodies.. it will be "vc24003"... first line of the code states its for INTERIOR LIGHTING.. worst comes to worst cop will be a dick u show another cop or a sargent and he has to sign it off... they actually had a meeting up here the sargent got sick of doing it for me and i no longer get pulled over for them
My old man runs every cop on this base (Edwards AFB)...I can get away with anything here, I really haven't seen any problems with underbody lighting being illegal while in motion at least...from what I have been told it is about using colors that are used by emergency vehicles that doesn't fly.
I signed it. I also posted it to a local car board.
