i know that it is to slow the external accessories down but does it actually make a difference when im driving it?

what kind of difference? if you mean 'feel' during normal driving then no. you 'may' feel a slight increase in throttle response and how fast the engine revs up when you punch it though. engine will seem more peppy as well.
of course its all n how observant you are with your driving and engine operation. some people praise it like its amazing while others think it didnt do jack.

hp wise yes, could you tell probably not.
Maybe you could tell the engine will rev faster, but some can not tell.
