Engine Grounding Cable Normal Resistance? Mines 0.4 Ohm meter set at 200

Is this resistance normal?
The cable is green looking in spots....
It registers around 0.8 at touch then slowly goes down to 0.4
Ohm meter is set at 200.

There should be negligible resistance to the chassis... usually 0.1 ohms on most meters, which is usually the same as what holding the two leads together will usually read.

I replaced it.
New ones reading 0.0 - 0.1.

the maximum allowance of any two connections that is recommended by ASE is .2 ohms. Anything more than that is usually considered too high. Also make sure that you check the resistance in your leads and then subtract that from your final reading.
