timing chain and balance shaft timing

so i just got this 2.2 ecotec motor. 2005. and i was tearing it apart i noticed that the timing was off then i read that if you rotate it some then i will eventually line up because it goes off a tooth everytime it is rotated. is this true? also when i took the front cover off the balance shafts where not lined up, is this normal? im not fimilair with timing at all so any help will be much appreciated

ya idk about the one tooth deal but ya it takes ALOT of rotations to get it back, first thing i did was replaced those dam shafts with netrual shafts, pain in my butt, so lining them back up i have no clue. now i have deleted that whole chain, ( some with just be clueless and some knows what i did ) i have one chain ( cams and crank ) still kinda a pita
