On the moulding of the urethane, there is no perfect solution, as metal and the urethane have different expansion and contraction rates, causing possible problems at the seam they are joined. But if you must do it, I feel your best way would be to join with one of the panel adhesives. There are different set up times, but a slow one will give you time to work and probably be strongest if you have time.3M, fusor, usc, and some others all make them. They are two parts so a special gun is needed to apply, and the guns are a little pricey to buy, unless you can find a loaner. The panel adhesive runs about 30 a tube. Grind where you will be joining the parts with a grinding disk and screw or clamp together while the adhesive cures. I'd let it cure over night. From there you can grind the area and blend a ways into both the panel and the urethane piece with plastic filler and sand and prime with a 2k primer, epoxy is best down first, but urethane primers have better fill and sandability. If the parts fit well together well that will make for the best joint, and minimize the amount of filler needed to avoid abusing it. You could always call one of the manufacturers of the adhesives and see if they recommend one that would be best for your application.
