Believe it or not, that's a rare color. Quasar blue, was only available from '93-94. It's actually a very nice color when it's shined up.
This might be a stretch for a first performance mod, but ditch the slushbox. The one thing I could never stand on my '89 was the 3 speed auto. HM282 FTW!

May be some spun rod bearings...ouch...
Man that bottom end is toasted. May as well rebuild or swap a 3x00 in.
With the rest of the car in that shape, i found it hard to beleive that the engine only had 112k on it. Most likely 212k :-(
I would do a rebuild if i were you. Knife edge the cam, New Rods,Pistons, bore/hone cylinders, and some good head work, and gaskets of coarse. You probably could get some nice pep from it when all is said in done if you do all that and add some bolt ons. Add fresh paint, and you will have a beautiful car, one that i dream about. To bad all of them i can find in CT are crap.
Body is a little rough, but who cares! Put some time and love into it and it'll surely be a great DD for many years to come
