What is Brake Cleaner?
I'll take 'Found it at the Store' for $500 Alex.

A wire brush will work for rusty stuff. Hit it with brake cleaner, let it sit for a few, then brush the hell out of it. Repeat until its clean. If you plan on painting them, you're better off just buying new ones and saving yourself all the trouble. They only cost like $15 each. The drums are maybe $50 each.

I got a wire brush for cleaning copper pipe fittings, tore off the handle, and put it in a 1/4 HP power drill. Like said, let it soak in a minute, then hit it with the wire brush. Worked fine for me. I used phosphoric acid instead of brake cleaner, but I have access to such things (it's quite dangerous and not sold to consumers)
