Does anyone know what that is supposed to be? I assume some sort of zinc coating or something... reason why I ask is I'm changing out my brake rotors and pads and lines, and I figured I might as well paint it if it's going to wear off eventually. But if its an actual coating of some sort, I will just leave it be.

There's no coating on them. Leave them on long enough in the right conditions and they're rust like a MOFO.
I used to race cars, now I race myself.

I'll confirm that. When I first put aftermarket wheels on my 10-year-old Cavy, it was definitely a layer of rust that greeted me. I painted them, but I don't think I managed to clean them enough that the paint will last.

Has anyone tried taking the casting numbers off with a grinder or something before they paint just to smooth it all out?

Yes.
Check P&M. There was somebody that ground the numbers off and some nubs and painted them silver. I dont member who it was though. I'm thinkin it was the dude with the red cavy and big wheels and then his car started on fire but i dont member for sure.
