Ok let me say this before i get flamed.. I never played with the suspension on a car before so I really don't know what I need. I was thinking about getting this kit here Eibach Pro-Kit. will that do everything that needs to be done? aka shocks and all?

No , your gonna need struts as well if your talking about the Prokit lowering springs. Do not use them on Stick struts or shocks, they will blow. Go with Koni Yellows or KYB AGX shocks and Struts, I run the Koni yellows with Prokit springs on my 98 Sunfire I like it, I also have the BMX with it, But on the Cav I am gonna be running a drifter kit and that Combo might be to much a drop.

I think he means how much drop can they handle.. In that case 1.7 is about max. You can go past that, for short amounts of time/miles. You can even slam it if you're not moving (show). But for normal driving they will last longer if you keep it less than 1.7 (1.5 to 1.7 is safe).
ok one more dumb thing to ask.. where can i get the best prices at? I know rk don't sell the yellow.

The best prices can be found on eBay.
But, if you're not used to eBay then do not use it! There are many scams, and I wouldn't want you to lose money or get some rebranded junk that's painted yellow.
If you're good at weeding out the "too good to be true" and the "Koni Yellows blah blah,
almost" then eBay is the way to go for anything and everything.
Otherwise
http://www.gravanatuning.com usually has good prices and just about anything you need in stock.
I do buy a few things on e-bay but most of the time i buy from companys like rk lol..
