cruise control install speed sensing wire

I'm in the process of installing cruise control from stock junkyard parts in my 04 sunfire using the info from.

With these wiring diagrams, it is easy to connect each cruise harness wire in the appropriate place. I was able to test with a voltmeter for functionality of all but the 3 wires that directly connect to the PCM.

The three that go directly to the PCM are:
(these wires are all in the large plug under the clutch reservoir in position as noted)

DK GRN in position J1 - Cruise Control Inhibit Signal
DK GRN/WHT in position J7 - Vehicle Speed Sensor VSS
LT BLU/BLK in position J3 - Cruise Control Engaged Signal

I am sure I have done the install correctly, but the cruise still does not work. I am wondering about the signals between the PCM and Cruise Module on these 3 wires. When examining the voltages with a voltmeter under operation, what voltages should I see? The VSS wire shows ~7v for anything above about 10mph and 0v for anything below 10mph. Is this a data channel wire? Does the PCM have to be programmed a certain way for cars that did not come with stock cruise (I'm guessing no?). I am just trying to figure out if the problem is a broken cruise module or a broken PCM (car runs normally other than cruise not working).

its been a while, but i hooked mine all up through the same junction you've hooked up, and everything works perfectly, make sure the switches on the pedals are wired correctly

and make sure its grounded properly
