I have megasquirt controlling fuel do I still need to hook up the vac line on my 1 to 1 regulator or should I just use it as a regulator and plug the vac input? Will I need that function?

Yes, you will need the 1:1 in play. What that does is during boost it keeps the injectors linear in respect to the intake manifold. You want to tune for a certain psi of fuel and it need to be consistent at all times to be easily repeatable when tuning. ie: 43 psi @ 0psi boost or 50psi @ 7psi boost - the difference in fuel pressure is still 43psi. You still need the 1:1 hooked up.
