I found a manual 2.4 tranny out of a buddies 98' Z24 that when you put it into 3rd gear, when you let off the clutch it pops right back out.
All the other gears work fine, he drove it home after it happened just fine.
Any idea how much that would be to fix, is it even fixable?

It could be the synchronizer, a bent shift rail or fork, or the detent ball/spring. The only thing that would be easy would be the detent ball/spring, you can replace it without opening the case. But it is unlikely that it is the detent. My personal GUESS would be the synchronizer.
Well the tranny is gonna cost me a whopping $40
I've got $200 can I get it fixed for that or should I start looking for another transmission?

It depends on if you are gonna do it yourself or not. The shift rail and fork would be around 60-70 from a dealer. The synchro is even cheaper, but you will have to completely dis-assemble the shaft. Unless you have rebuilt a trans before, or haven't and want to learn how, I would pass on this and get another.
I rebuilt my transmission, and it took a few weeks working on it an hour or two a few days a week. You will need some special tools, unless you improvise and use a welder to make them yourself. Having said that, I had no rush to get it running again because I have multiple vehicles (and I wanted to learn how). If you want to get it running soon, buy another trans. Losing 40 bucks isn't that bad.

I can almost promise you that you will not find someone to basically rebuild your trans, with parts included, for less than 200 bucks. I got a junkyard trans before for 160 dollars with tax, and it was in perfect condition.
sadly no one around me has a tranny I can use
