This may be a stupid question, but if I were to buy a cat-back exhaust should I also buy a high flow cataytic converter, or will the stock catalytic converter work?
depends on the cat the piping inch and your car... if it's too restrictive then maybe...
but our cats are fairl big... you shouldn't have a problem if your going 2.25 inch

The stock Cat will always work unless something is wrong with it. If you are going for performance and power, then maybe you want to pick up the cat now and then the exhaust shop can just weld it all together. then if you decide to get a header, then your exhaust will flow nicely together and you not be restricting any of it

If you're going to take the time to upgrade your cat-back, why not go for it? Also, it's much easier to just replace the whole exhaust system in one shot as well.

A cat back just gives you the "LOOK and SOUND" that your looking for. They can't do too , too much for performance as the restrictive factory head pipe and cat are still there.
But if thats what you can afford right now and you know what you like then sure go for it!
Then when you can afford it get a header and hi flow cat. Building a car can get expensive so just do what you can when you van and before too long you'll have it the way you want it.
Good Luck
