Limo Tint on Headlights?

Maybe a completely retarded idea, but is it possible to put the same tint that they use on limos (see out but not in) on the headlights so that they appear black but yet light will still shine through?

I may have it completely backwards - not sure what would happen if someone inside the limo shined a light out through the tint.

And I know that they make a paint for this, but I hear it blocks a certain portion of the light and I want to maintain a certain level of safety and also be able to get inspected (damn VA!)

I wanted to do that in my camaro, except I wanted mirror tint cuz the car was silver. Every shop I went to said the heat would melt the tint. Get some VHT nite shades.

save yourself a set of headlights, and dont do it at all, its stupid, you cant see @!#$, just get some headlight covers.......

headlight covers sounds like a good idea.. but how about that static cling stuff?? I had some on the windows in the truck when i go it.. i dont really know it was on there over the other tint but it looked fine, just to dark for me.
