seems like a bad idea to me.
Looks like it was made for people who are to lazy to unscrew a damn cap. And the Cavalier gas tanks are pressurized. The cap is what keeps that pressure in. If the pressure is not maintained it will throw up a CEL (or check engine light), and you'll be stuck looking at that while you drive. And I don't think that it is designed to hold pressure.
Our cars are equipped with a strap thats attached to the gas door. So why even bother getting it?
...
Actually, I believe those do hold pressure. They use the same design as say... nascars. I have seen them before and was told my an auto parts store that they "just became avaliable." I prefer a locking gas cap, but I'm sure that one would work if you got the correct type.

From the website:
"STEP 1. Insert nozzle slowly into your PermaCap to avoid
possible fuel spray. Your PermaCap is designed for use with unleaded fuel only. Your PermaCap is compatible with most vapor recovery nozzles. "
There would be no "possible fuel spray" if the cap did not hold pressure.

Perhaps they are covering their bases, in case somebody decides to refuel while driving?
"We're almost to th border! Crawl out with the Jerry can and put 'er in! Those pigs will never catch us!"
"Sure, just hold'er steady Bob!"
