How to accomplish this

If you look at the 2nd pic in the post in the image manip forum (My Idea)

I am going to do this, but I need some advice on how to cover the plastic stock bumper with a hardener so that I can paint the car all the same color, and it not look like painted plastic bumpers??

I have heard use bondo to make it smooth, but I wanted some Ideas before I do this.

I'm pretty sure the bumpers are ABS plastic. I think your best bet would be to sand it semi smooth and then shoot it with a high build primer. I think for the top coat they make a flex agent/catalyst for bumpers.

One more question, I have the bumper off, but I wasnt sure if I should use a power sander to smooth it out, or just hand sand it??

I want to take the ripples out and make it as smooth as possible.

The plastic that the bumper is made of is a real PITA to sand. It seems like it's all going god and then you start to get these hair like strands. You should be able to use an electric sander on it, just be careful not to do more harm than good.
