Several problems... Help!

So there are several things that I'd like to fix with this car.

1) something wrong with the headlight wiring. Whenever I turn on the headlights, the passenger headlight will turn on before the drivers side headlight. When the drivers side headlight finally turns on a split seven later, I can hear a click in my steering column area. If it's relative, I do have toyo tails which forced some wiring changes in there. Also, whenever I am pressing on both the clutch and the brake to slow down, at exactly 30 mph, everytime, everything will hiccup. The headlights, dash lights and even the heat will all dim and slow down for a second. This can't be normal.

2) rear defrost doesn't work. My parents say they checked the fuse before handing it to me and said it wasn't the cause. Where do I go from here?

3) the first two setting on how hard I want the air to blow do not work. If I want heat, I have to set it to the third level which sends the head blasting. Any ideas?

I know there's more but these have been given priority one. Haha thanks in advance!

My rear defrost also does not work, and it's not the fuse ethier. Your window grid may have a split in it somewhere. does the light come on when you push the defrost button? Your blower issue sounds like a bad resistor. Best place to start IMO.

Oh, I forgot... there is a whole sticky about the blower issue. I believe it's the 4th one down in this forum

The headlamp issue I believe to be normal. My 2000 has done this exact thing since new and my 2002 has done it since I have owned it.

The rear defog issue. Check for power at the fuse. It should have power there at all times key on or not. If there is power there check for power back at the glass. If power is there check for ground at the opposite side. If all checksout, you have a grid issue.

And for your blower speed issue. It is most likely a open hvac blower motor resistor.

Not sure on the head light issue, I have a 97.

As for the defogger, if you don't have a multimeter, you can pick up cheap house hold units at menards or home depot for like $30, just make sure you get one that measures DC current. Autozone also has them for rent. You might be able to just use them on the parking lot if you are so inclined.

Blower issue is the relay, almost guaranteed. I have replaced 3 in my car in the 7 years I have owned it. Not sure why these cars chew through them... but it is DEFINITELY common for this to happen.
