It can be done, its a little tight, just get a socket over the pulley bolt, and release tension and remove the belt, then reinstall new belt, and get it over the pulley and let the tension go. Like I said its very tight, so having a good set of tools for this will help. And if Im not mistaken, getting to it from the bottom is the easiest. Goodluck.
The HELMS manual says to remove the pass side wheel and splash panel in the wheel housing. That will get you access to the belt. Then it's just a matter of putting a socket on the bolt and moving it, remove and replace the belt and button everything back up.
