P0401 Insufficient Flow on 98 Sunfire 2200

Hi guys the past couple weeks my sunfire has been throwin a code for P0401 insufficient egr flow. it has a new Delphi EGR on it that is only about 4 months old. i clear the code and it comes back after about 5 days. i popped the egr off and cleaned it up with carb cleaner even though it wasnt crusty with carbon or anything and installed it back a with new gasket. is it possible that there is carbon build up in the intake manifold under the throttle body where the egr tube connects to?

I got a mechanic to clean my egr a few months ago. The way he did it was with 2+2 sold behind the counter, and you have
to be careful or the rubber seal inside or something in there can get damaged. He knew how to do it right, and not only that but then with a coathanger and
spray he also cleaned the tube on the block that goes to the egr. He also had me run the motor, it was noisy and loud there with the egr valve off the block, and stuff still came out
of the block when I gave it gas. Then he reinstalled it when everything was cleaned and no more insufficient egr flow.

Then not too long ago, I got the same code when I needed a new fuel injector because it was moist on the outside, like it was seeping sometimes. I don't know if the
insufficient egr started again with the bad injector, or if it started again with the brand new injector, but then I cleaned the fuel system with a very small amount of seafoam, even less than what the directions said, with a lot of fuel in the tank, and within a day or two the CEL stopped lighting up. I was almost ready to ask the mechanic to clean the egr vavle again,
but he said clean the fuel system first and it did work good.

That's only how I fixed my 401, I don't know if that's the case with yours.
