Does a Ecotec fuel pump always stay on when running?
Or does it switch on and off as needed?

I would assume it stays running to hold a certain PSI in the fuel line. As soon as the pump kicks off the fuel pressure drops and you would feel the car start running weird almost instantly.

all fuel injection pumps stay running when the car is running

gm turns them on for 2 seconds at key on , then constant once you start it and its running

It stays running. Your fuel rail has a return line and thus a pressure regulator on it to keep the pressure up. If your pump was to stop, while you were cruising down the road at say... 60mph, it would be a matter of seconds before you would notice it.

As far as switching off, pretty much any car I can't see the pump "switching off". I could see some using PWM to run the pump, which rapidly turns the motor on and off, but it happens so fast that you wouldn't notice a difference.

ok mister VW with mechanical injection , lol

if the pump isnt running , or mechanically pumping , then the fuel pressure will die off and the motor will loose power , i dont know of any pulse pump systems

and hybrids are a different animal

All return less fuel systems are pulse width modulated.
