For $400 you'll be a little short of a decent setup. Atleast, you can get a good strut/shock set by KYB (the AGXs).
I really depends on your preference. Pretty much most products are warrantied (Eibachs, KYB etc).
How low do you plan on being?

find some agx on ebay for 350 or less and scrape up another 50$ and make 100$ out of the leftover from the agx, and go to the classifieds and pick up a set of eibach pro kits...

meh, try to get like another 100 or 150 and you can get an ok setup

I think my AGX's and H&R's are a great setup.
I found the H&R's new on ebay for 140 shipped and the AGX's for 375 shipped.
