Strange Problem, Blowing Turn/Brake Fuse when Running?

So I have a new problem. My car is eating Turn/Brake Fuses. Seems to only happen when the car is running(Not just switched ON). Happens even when I'm NOT pressing the Brake OR using the turn signals.

I noticed when I switch the car ON and turn on the signals that the turn signal flasher seems to slow down from normal to about 1 flash every 3 seconds progressively, then it recovers to normal speed. Also the hazards have 100% stopped working.

I have not tampered with any of the turn or brake lighting, and from what I can tell all of the wiring and plugs are intact.

Could this be a bad turn signal flasher? Would that blow the Fuse?

So a little more input. If I switch the Hazards ON(even though it does not work) then the Fuse does not blow. If I switch it off then the fuse blows immediately.

With the hazard switch on, the fuse does not blow, however the Turn signals and brakelights still dont work.
