i got an 03 cavy im try ing to do a turbo set up on it and was wondering if i could use my stock fuel rail with Saab turbo injectors or cobalt SS ones?
do i need to change my fuel rail? i've seen guys wit them changed and i've seen some with them looking stock
You have seen eco Js with aftermarket fuel rails? Last i new no one made them. But to answer your question, there is no need for you to "swap". The stocker will be fine for your needs.

stock rail with either the ecotec sc kit, saab or the cobalt ss ones
I believe you have to shim the saab or the cobalt ss ones
I used the ones that come in the sc kit for the sunfire/cavalier they are a "bolt on mod"

i think he's referring to the 03 to 02 eco fuel rail difference and swapping them.

i want to know whats the differents between the 03 & 02
could i just putt the injectors in the 03 fuel rail or do i have to swap it out with the 02 one ?
The 02 rail uses shorter injectors than the 03+. The LSJ injectors fit nicely with the 02 rail, but the injector cups have to spaced up higher for the 03+.

but other then that they are the same?
do i need to regulate the fuel pressure if i put the lsj injectors with lets say a blazer fuel pump or will it be fine?
You either need to lower your fuel pressure to compensate for the increased flow at idle, or you need to do some tuning with HPTuners and change your injector constant.
I have the GM reflash and no AFPR or upgraded pump(yet).
