[PCM] P0716 - Input Speed Sensor Circuit Intermittent (SES) (History) (Immature)
Further research found that GM put a TSB about this code...

GM has issued a TSB # 00-06-04-037 to cover the vehicles listed below. The condition could be caused by an intermittent connection in the Input Speed Sensor circuit. The condition is most often found at the 20-pin connector to the wiring harness interface. The input speed sensor produces a signal to the powertrain control module (PCM). If the PCM detects a large change of the input speed signal in an extremely short period of time (less than 0.8 second), it will set a P0716 code and the PCM will direct maximum line pressure. This can result in firm shifts.
If the vehicle is moving at speeds greater than 5MPH and the input speed signal is low or at zero, the PCM will set P0717 and command maximum line pressure.
Do not automatically assume that the input speed sensor is faulty. Instead, thoroughly inspect the wiring harness between the transmission and the PCM. Pay particular attention to the 20-pin connector to make sure it is not stretched tightly. Also make sure that other components are not pressing on the connector body or forcing it open. Check for proper clearance between the connector and other components. Make sure the terminals are fully seated in the connector. Check for bent male terminals or loose female terminals. Also check the crimp on the terminals.

So its looking like an issue with the wiring, or a possible bad input sensor, it is shifting hard as hell. The output sensor seems to be working since speedo sensor works.
But I cannot find ****.... on the location, I "think" when I was browsing the input sensor listed that the transaxle needed to be pulled ot change it. But I cannot find that link again. Still looking.

Yup, pretty sure than one is behind the valve body (assuming 4t40e). I think you can do that one yourself, assuming you can pull the trans.

Where is it located, is it the plug right below the air intake accessible from the top, like a 20 pin connector?

NO, it's INSIDE the trans.
You would have to look at a parts locator or ask a transmission expert, but if you remove the transmission, turn it so the casing is straight up, remove the side case, remove the pump and valve body, (use checkball holder) remove the other half of the valve body, and maybe the drive chain. My only pics are on my phone so I can't see if it's behind the drive chain or not.
If you feel you are capable, taking the transmission apart to that point only takes 30 min. I don't know how to remove the chain (maybe C-clips) and I would strongly recomend talking to someone who can verify what I've said.

I JUST GOT DONE READING ABOUT INPUT SPEED SENSOR MY 2000 GRAND AM GT STILL WORKS BUT SPEEDO IS NOT STABLE IT JUMPS UP AND DOWN WITH IN TEN MILES PER HOUR.
