Better for performance.

I know that 95 ecm is obd1 and 97 ecm is obd2 but for a performance, what have a difference???

it depends on what you wanna do, and there's MUCH more to it than just swapping an ecu.

Neither of them is tuned for any performance. They (GM) have a HP goal with the engine, 2.2 is about 105hp, so they tune to meet that goal, then tune to meet emissions standards.

It would help a LOT if we knew what year car you had. If you have an OBD-2 car already, stick with the 97 ECU and buy HP Tuners, if you have the 95 ECU, you can tune it with other methods, but they are a lot more difficult.
