I just put in some 95 toyota tails into my 04 Cav and I don't have any running lights in the rear when the head lights are on.
Here is how I wired them:
Stock Lines Toyo Tails
Driver:
Black Black
White 3rd Brake
Brown Brown
Yellowish Blue
Pass:
Black Black
White 3rd Brake
Brown Brown
Green Blue
And the wire that I cut in the steering column is the first white wire on the top turn signal connector.
What did i do wrong? Or are the Toyo tails not supposed to have running lights?

in that case make sure the metal isnt touchin each other
or a
short
did you check the bulbs ??
the fuse ??
Brown wire is the culprit... it's the marker light wire. Maybe the connection is shot, or bulbs are bad.
Blue wires are the signals (only, once you cut that white wire up front).
Black is ground.
The connection to the third brake light (white wire) is where the brake light comes from.. goes to the yellow & green on the light side where you cut it.
if it was the blb then the brake light wouldnt work right? I'll check the wire this weekend.

Not exactly.. it's a dual filament bulb. Inside the marker/brake light are two filaments (thus the three wires going to it). The brown wire connects to the smaller filament, and is not as bright as the other (larger) filament, which is the brake light (white wire now).
Make sense?
In theory, you could have two dead smaller filaments... but it's prett unlikely if they were both just working.
oh okay thanks so what is the bulb that i need? Is it the same as stock?

same as stock
are the front parking lights working or are the parking lights dead altogether
cool I'm on duty right now so i wont get home till tomorrow. I'll pop in the stock bulb then. All of the lights work with the exception of the drivers side runing light.
