Fog Lights

I have a '03 Cavalier, base model, with no fog lights. My front bumper has the places for them, but also has the little slats that run through the holes. Can fog lamps be added here with the slats, without having to break them off?

Only way is to cut them out. Very easy to do.

Holesaw does the trick. And a steady hand.

Which means don't let a midget with epilepsy take a hole saw to your bumper at a strobe contest.
