Dose anyone know where or how to get brighter back up lights?

Get a search and rescue spot light off a MH-60 Sierra that should do ya.

you can ad fog light sto the underneath of your rear bumper or i put some xenon bulbs in both my cavs and it seemed to help a bit compared to stock.

I bought this because I'm disabling my reverse lights in the actual housings.

Sylvania makes SilverStar bulbs that will fit the reverse lights of your '95 Cavalier Sedan (3157). I have a set of 921s in the reverse lights of my Vibe and they make a huge difference. They're only $9.99 a pair at Auto Zone.

Here's a comparison shot showing the stock bulb in the reverse light on the left and the SilverStar bulb in the reverse light on the right:
