first: what is this piece called. it's that little piece above the back door of a sedan that always goes retarded on Js. Second: can I pop it out and replace it?

Its a Peace of plastic or rubber that cover the flex point of your car. i know some people weld it smooth. but for the exact name im not sure.

According to GM Parts Direct, it's just called "rear molding".
