I have a 1996 2.4 Cavalier and I was wondering how dealers handle recalls? How do you find out if there are recalls on your ride? Do they charge you them???

they send me postcards saying there's a recall.

Fed mandate says they can't charge for recall work.

you can go do a dealer and ask them to check your VIN # for recalls

It should also be noted that a TSB is NOT a recall, and the existance of a TSB does not mean GM will pay to fix it.
