parking break cable

hey. I have just bought a new parking brake cable the one that goes to the lever to the rear and attaches to the two going to the drums. Ok, before the long cable was stretched and the brake handle was going way up. So i took the old one off, and put the new one on. but it's like the same thing. There is a black spring coiled around where the cable goes, their is no pressure on this at all, the end is not hooked any where's and it's really lose, I am thinking this should be hooked up to something. It seems like it won't auto adjust for me, I have been working on for a few hours and really starting to make me mad. Anyways any help would be great since my inspection is soon up. Thanks alot guys.
I'm driving a 2000 sunfire, 2.2l.

I had the same problem with the parking brake lever going way up, wen´t to the dealer to buy same cable you mention and the guy at the parts dpt. told me that what usually stretches are the two cables to the drums so I bought only those, put them on and problem solved.

ok, i have adjusted the drums and everything. I can't get the cable inside the car, that hooks up to the parking break handle hooked up.. There is just way to much strain on it. How is this possible, that black spring makes it impossible to keep turning the wheel and putting the end of the cable in place. I must be doing this wrong. The end of the black spring is hooked up to the wheel that spins around, then I am grabbing the other wheel that the spring hooks in to, and trying to turn it, so the hook part goes around for me to put the end of the cable into. But before it does that black spring is taking so much strain I can't get the cable hooked, I even tryed to unhook it from the rear to get more slack and still not much better. Is there a step i'm missing that make this easier. Thanks

I doubt it'd help any, but while you are trying to hook the cable back on, have someone stand on the brake pedal, that MIGHT give you a touch more slack, no guarantees though.
