This might be a dumb question, but is the parking break supposed to lock one, or both rear wheels?

The cable branches to go to both rear drums, so a properly adjusted parking brake should lock both.

Does anyone have a logical explination as to why if I was hit pretty hard in the driver side tire, the ebreak cable going to the passenger side wheel would break? I know it was fine before hand....

I just noticed the other day that on my '99 Cav that they passenger side wheel will lock but the drivers side wheel does not lock with the parking brake completely raised up? The drivers side wheel does have "some" braking but how do I adjust this? I never noticed it till now, but I did do the rear drums/shoes/spring kit/wheel cylinders about a year ago.
