I have done some searching and found the numerous high idle threads, but this seems different than any of those.
This is whats happening, I will be cruising along at 60 at roughly 2300 rpm's, then I push in the clutch and start to slow down and the rpm's climb upto around 3400 and settle there, then when I come to a complete stop they drop down to 2000 and stay there until I start driving again. No check engine light, and other than that the car runs great.
Any ideas, TPS? The throttle body is clean and doesn't appear to be sticking any where.

My 2000 Z24 idles around 2000 RPMs. I'm not sure why either. Somebody told me I had a vacuum leak.
I did have Bosch Platinum +4s in it, put E3s in and now it idles at about 1600.
I'm learning, so I'm sure somebody else might be able to help you more.

Clean out the IAC, and if you have access to a scanner, see what the TPS voltage is when doing this.
TPS seems about right to me.

That's what mine was doing, it ended up being the TPS.
