It rarely happens, but it's annoying. After driving long periods of time on highways going 65-80 mph, when i go to slow down or exit and come to the stop sign and put the car in neutral or upshift to drift to the stop sign, my idle goes up to where it was when i was driving on the highway, and i have to sit at the stop sign to get it back down to 900 rpm. If i don't sit there and try to drive, when i go to shift, it revs up to the rpm when i was on the highway. what could be causing this?
possible throttle position sensor. Is your check engine light on? have advance auto scan your car for codes and see hwat comes up. Or it could be a sticking throttle linkage...

2 things I would try. Take the throttle body off and clean it really good. The blade could be sticking (unlikely at that range), but could be. With the throttle cable off of the throttle body pull the cable in and out slowly to see if you feel andthing rough in the movement. You should be able to pull the cable really easily with it not attached. If not this could be your issue.
FU Tuning
Once you have a good idle, pull out the harness for your IAC valve. Try to drive again. If the issue doesn't come back, it means your ECU is holding the IAC open for some reason. Like the others have said, bad TPS is certainly possible.
