tan foamy stuff in dipstick tube

Upon checking the oil for my father in his 05 cavy I noticed that the end of the dipstick is always covered in this tan foamy stuff. My first thought was head gasket leak but the car does not ever overheat, infact it does not even fluctuate once up to temp just like when it was new. What could be the cause of this?

How far does he drive to work? The reason I asked is because I had a similar problem because I only drive a mile or 2 to work and in the winter the car never gets to fully operating temperature to work and I was told it was condensation. I let my car hit the get on the interstate more and the problem went away.
Here's the website that I found my problem. You might have to register to see the pics tho. Hope this solves the problem.
