A/C Question - no a/c, how do jumper a 3 pin low pressure switch

I just got done diggin for my answer but cannot find anything useful. My ac does not work on all settings. Has pressure when I plug my cheapy can and guage into the blue connector but compressor does not spin. Seems like its usually low and I need to trip the low pressure switch with a jumper on a 2 pin "LPS" but unsure what to do because what I believe is the low pressure switch next to the red cap fitting on the a/c line has 3 conductors. I tested the votage and only reading i get on any of the wires is .3v , did not jumper as unsure if this hurts anything. Unsure if its low, bad compressor, bad hvac panel, etc. Any help would be appreciated.
