i have the opportunity to buy a 96 cavalier 2.2 for 250 dollars but it wont go over 20- 30 mph. any ideas on what the problem could be?

My 2000 had this problem. The Transmission connector was bad and had to be replaced. About 100 bucks later (labor included) I was back to driving normally.
Or it could be something more serious... Like the actual transmission being bad.
If it has a loss of power and can only go that fast I would say a serious clogged cat.

If it is a consistent 20-30 MPH I would be more inclined to think fuel filter. Even if it does not upshift it would still go above 30 MPH in first.
