Rear brakes not working right?

I just bought a 1997 Cavalier Z24 and I was told that the rear brakes would need work. He never specified to me what part of the brakes I'm going to have to fix so I'm pretty much clueless. When I back out of my driveway I'm going down a hill so when I press on the brakes it does almost nothing so it feels like the car is just rolling backwards. I also have bad tires which contribute to the car not stopping well. The first time it happened I just let the car stall (I don't have an e-brake, but I can fix that). My brake pedal was hard and wouldn't move at all, then as soon as I turned the car back on again the pedal went right down to the floor. After that whole situation I drove up my road a little bit to see if the brakes worked and they did. After that they worked fine. The next day the same thing happened but the brakes were fine as soon as I turned the car back on. I'm not sure what I need to fix besides my tires to make the brakes work. Any help?

best advice...pull the drums and have a look. if everything looks fine then start bleeding the brakes

me personally i would spend the $200 and get new everything

calipers, pads, rotors (front)
drums, shoes, hardware, wheel cylinders (rear)

If you're in Maryland and by me I have wheel cylinders, and hardware kit , and shoes for the rear of a 97 z24.... Give it all to you for 50 bucks... lol.... seriously though....I do have it. All in package






Cavalier z24......A poor man's Camaro....close enough, right?
