Please help, 95 2.2 valve train problem

My rocker arms will not stop clattering, they always have play in them. The engine has a 4 month old re-manufactured head, new cam and bearings and new sealed power lifters which i soaked in oil for a day before installation. I've looked up everything i can on this problem and it always takes me to bad lifters. Any advice or info would be great.

Check the pre-load on the lifters , should be in the neighborhood of 0.020inch to 0.060". Are your rocker arms stock? IF they are crane gold race be sure to check their torque and lock nut procedure.

Also be sure you have the lifter guides properly oriented, and rocker studs properly torqued. I'm not sure but I think the stock rocker studs torque to 20 lb-ft or less w/SAE 30 oil - check your Haynes manual or GM manual.
